Example Census
The census will outline how many citizens there are in each resource category. Citizens will purchase goods and services that are the most expensive that is available that they can afford. For instance, a citizen with resources 2 will eat at a restaurant with resources 1, if there is no level 2 available. However, a citizen with resources 2 will not eat at a level 3 restaurant because they simply cannot afford to.
